The National Security Agency (NSA) and other government agencies in the US have been using techniques to track cell phone locations and citizens' internet use for years.
The U.S. Marshals Service has been using Google Earth satellite maps in a new way. They use GPS devices on their airplanes to 'pinpoint' the location of cell phones, and they use it in the same way to find people with outstanding warrants. Before the Marshals Service could use this way of locating a person, they would have to get the warrants that the court would normally approve. This led to questions about the legality of their methods, as well as their effectiveness. The United States Constitution guarantees that those who are suspected of committing crimes against people will be given due process by the courts before they are convicted. One important technique that the government uses is the 'PING,' or 'Portable Electronic Network Device,' which is a popular term in the telecommunications industry. The PING method is used by various private companies as well as law enforcement agencies to track cell phone locations. The PING method is known as 'cell-site simulators.' When you have a conversation, your cell phone sends out information from the data base known as the 'digital cellular index,' or D-Index. This data base contains information about your location at that moment. If you were to go on vacation, your cell phone's software 'mirrors' the digital cellular index and sends it back to the cell phone. The software you receive comes with a built-in microphone and speaker, so the PING can easily be heard by the person you are talking to. The PINGS can locate your location through a wide range of different methods. By using the data base to determine the number of cell towers within a particular area, a PING can be used to pinpoint the exact location of a particular cell phone. It is possible for the PING method to 'scratch' a person's cellular identity without them knowing, and this allows the police to locate someone with ease. The NSA and other US national security agencies have used this technique in order to track a cell phone location. In 2020, the American Civil Liberties Union asked the Justice Department whether the NSA had ever used this method, and the department replied that the agency 'does not use this authority to collect cellular location information from the millions of Americans whose cell phones it aims to intercept.' Of course, the legality of this may soon be put to the test as a result of the current disclosures that the government is spying on Americans.
